Job Description

The Phoenix Group of Virginia is seeking a Deputy Facility Security Officer (DFSO) to support the Facility Security Officer (FSO) in managing the National Industrial Security Program (NISP) and related security activities. The DFSO will fill in for the FSO when unavailable, assisting with clearances, document control, visitor control, personnel security, and access control. This position requires professionalism, familiarity with administrative processes, and strong knowledge of security procedures. Military experience is strongly preferred.

 

Functional Responsibilities:

Assist in managing NISP activities, including clearances, document control, and visitor control. Support DD Form 254 preparation and tracking and conduct self-inspections per NISPOM. Verify IDs, manage access control, assist with personnel security paperwork via e-APP, and support trainings/briefings. Aid in submitting forms for badges/CAC cards, maintain visitor functions, support violation investigations. Act as secondary DCSA contact when FSO unavailable, assist reports, assessments, and records. Provide physical security for our facilities.

 

Functional Responsibility:

  • Security Program Support:

    1. Assist in managing NISP activities, including clearances, document control, and visitor control.

    2. Support the preparation and tracking of DD Form 254 for prime and subcontracts.

    3. Conduct self-inspections as directed by the National Industrial Security Program Operating Manual (NISPOM).

  • Personnel and Access Control:

    1. Verify IDs and manage access control processes for personnel and visitors.

    2. Assist with personnel security paperwork, ensuring accuracy and submission via e-APP or other methods.

    3. Support security trainings, briefings, and debriefings.

  • Administrative and Compliance Support:

    1. Assist in preparing NN9327 for HII/Newport News local badges and DD1172-2 for CAC cards for contractors.

    2. Maintain visitor control functions and verify visit authorization requests (VARs).

    3. Support investigations of security violations and draft incident reports.

  • Liaison and Reporting Support:

    1. Act as a secondary contact for Defense Counterintelligence & Security Agency (DCSA) reviews and correspondence when the FSO is unavailable.

    2. Assist in preparing reports and presentations for management.

    3. Support DCSA facility security assessments and maintain records per the company’s security manual.

Position Requirements:

  • 4 years relevant experience in facility security (physical or otherwise) with a Bachelor’s degree in a related field; 2 years relevant experience with a Master’s degree in a related field; or High School Diploma or equivalent with 8 years relevant experience.

  • Familiarity with administrative processes related to security management.

  • Experience with access control and ID verification processes.

  • Functional experience providing physical facility security.

  • Knowledge of the NISPOM and its application to personnel security, document control, and physical security.

  • Familiarity with DoD systems such as DISS, NCAISS, NISS, or SWFT.

  • Ability to capture fingerprints electronically.

  • Strong written and oral communication skills.

  • Strong interpersonal skills and ability to work in a team environment.

  • Proficient Microsoft Office skills.

  • Military experience strongly preferred.

  • Ability to obtain and maintain a DoD SECRET level clearance.

 

Preferred Qualifications:

  • Experience using Access Commander or SIMS.

  • Knowledge of Title 32 CFR Part 117 or SEAD3 reporting requirements.

  • Prior experience in a DoD cleared facility.

Education
