Position Description:

Phoenix Group of Virginia (PGV) is seeking a Senior Facilities & Infrastructure Analyst to support Navy Quality of Service (QoS) initiatives focused on facilities, infrastructure, and aircraft‑carrier support in the Newport News/Hampton Roads region. The Analyst provides senior‑level planning, analysis, and project coordination across Navy program offices, SUPSHIP Newport News, NAVSEA organizations, shipyard personnel, and industry partners.

 This position independently advances facilities and infrastructure efforts from initial problem definition through development and execution, ensuring practical, actionable solutions that address operational requirements, constraints, and evolving Navy priorities.

Key Responsibilities

·         Provide senior‑level planning, analysis, and project support for Navy QoS facilities, infrastructure, and waterfront initiatives supporting aircraft carriers and Sailors in the Newport News area.

·         Assess existing and proposed facilities and infrastructure to identify solutions for operational requirements, capacity limits, facility deficiencies, and emerging needs.

·         Support planning and execution of projects involving industrial facilities, waterfront infrastructure, temporary and permanent facilities, utilities, parking, access, security, material staging, storage, and shipyard support areas.

·         Conduct site visits and on‑site assessments to understand conditions, constraints, stakeholder requirements, and viable alternatives.

·         Review and assist with development of facility concepts, site layouts, engineering studies, drawings, technical documentation, cost estimates, schedules, and supporting materials.

·         Coordinate among Navy program offices, SUPSHIP Newport News, NAVSEA, Fleet/ship leadership, Newport News Shipbuilding, government organizations, local stakeholders, and commercial partners.

·         Identify risks, constraints, dependencies, and opportunities and provide recommendations to government leadership.

·         Develop executive‑level briefings, decision papers, correspondence, assessments, and other products for senior Navy and government leaders.

·         Support additional strategic QoS and aircraft‑carrier initiatives as requirements evolve.

·         Perform other duties as assigned.

Required Qualifications

·         High School Diploma or equivalent

·         Professional experience supporting facilities, infrastructure, engineering, construction, shipbuilding, ship repair, maritime operations, heavy industrial operations, or similar complex projects.

·         Demonstrated ability to plan and execute projects involving multiple organizations and competing technical, operational, schedule, and stakeholder requirements.

·         Experience working effectively with engineering, facilities, operations, construction, or program‑management professionals.

·         Strong analytical skills with demonstrated ability to evaluate complex problems and develop practical, executable recommendations.

·         Ability to work with substantial independence, take ownership of initiatives, identify emerging issues, and drive actions to completion.

·         Excellent written and verbal communication skills, including effective engagement with senior government and industry leaders.

·         Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and collaboration tools.

·         Ability to obtain and maintain a Department of Defense SECRET clearance.

Preferred Qualifications

·         U.S. Navy, NAVSEA, SUPSHIP, Naval Shipyard, or major private‑sector shipyard programs.

·         Aircraft‑carrier construction, maintenance, modernization, overhaul, or inactivation.

·         Shipyard facilities and industrial infrastructure.

·         Dry docks, piers, waterfront facilities, waterfront utilities, or dry‑dock certification.

·         Barges, floating facilities, or waterfront support assets.

·         Industrial laydown, staging, material‑storage, or temporary‑facility planning.

·         Industrial utilities, fire‑protection systems, security infrastructure, transportation, parking, or rail systems.

·         Large capital‑improvement, facilities‑modernization, or construction programs.

·         Coordination among government organizations, engineering teams, shipyards, municipalities, utilities, facility owners, and commercial partners.

·         Navy QoS or Sailor‑support initiatives.

·          A PE license, PMP certification, engineering/technical degree, or comparable qualification is desirable but not required with substantial relevant experience.
