Phoenix Group is a key partner of NATO, Allied Command Transformation (ACT) Operational Experimentation branch of Capability Engineering and Innovation (CEI), which coordinates NATO’s experimentation efforts and leads development for analysis and assessment of new concepts, organizational structures, and emerging technologies. Phoenix Group is involved in every phase of experimentation from concept development to experiment execution to integration of analyzed data for process improvement across the Alliance. We play a critical role in ensuring experimentation efforts are fully integrated into and meet NATO long-term campaign directives. Under the Experimentation Program of Work (EPOW), we provide the design and development of an experiment’s venue, resources, methodology, and data gathering techniques to provide vital analysis to the Joint Experimentation, Exercises and Assessment (JEEA) experimentation efforts. Phoenix Group assists in coordination of the EPOW with NATO’s requirements and other related programs of work to obtain maximum return on investment. The Team develops and provides advice for the experiment processes, metrics, and standards necessary to provide NATO with technically valid outputs from experimentation to provide actionable recommendations for improvements.
